Below, the refugee settlement stirs to life–soft footfalls on gravel paths, quiet conversations carried on crisp morning air, the rhythmic chopping of kindling as families prepare for another day of rebuilding lives shattered by war and displacement.
The relative quiet won’t last.
Council observers watch every movement, document every decision, their presence a constant reminder of precarious political balance.
Behind them looms Raiden’s influence, his determination to bring my independent operations under direct Alpha control despite his public failure in council chambers last week.
“Ambitious, even for you.” Zion’s voice carries from the roof access door, his approach deliberately noisy to avoid startling me. “Most people admire sunrises from ground level.”

“I’ve exhausted traditional options.” Frustration colors my voice despite attempts to maintain calm. “Every formal channel leads back to council authority, to Alpha influence, to hierarchies Raiden controls either directly or through decades of established alliances.”

“He’ll shut down any formal presentation, any organized attempt to discuss council proceedings or settlement operations.” The reality of Alpha authority remains inescapable despite creative approaches to circumventing it.
“Not if presentation comes through traditional festival channels.”
Zion’s expression shifts to something almost mischievous, unexpected in someone normally so calculated.
“The storytelling circle on the second evening–pack tradition allows any member to share stories of significance. Including Luna, whose traditional role includes preserving pack history and shaping future vision.”
The suggestion reveals an unexpected depth of knowledge about pack traditions even I had partially forgotten–ceremonial roles granted to Luna’s position that exist independent of Alpha authority during specific cultural observances.
Roles Raiden has never encouraged me to fulfill, perhaps knowing they represent one of few formal channels where Luna’s voice carries equal weight to Alpha’s.

Disrupting Luna’s ceremonial role would demonstrate precisely the leadership approach you’ll be implicitly questioning–authority without consideration for broader pack welfare.”
The bond in my chest pulses with awareness of how this strategy will affect my mate, how it represents crossing boundaries that might prove impossible to retreat behind afterward.
Yet, what choice has he given my broken heart? The charity I found comfort in, was mine. He cannot have my forgiveness and so…he does this.
“I’ll need to prepare carefully.”

“He’s growing on me, on us.”
“We should separate before council observers begin roof inspections.” Practical concerns override momentary personal awareness. “Your continued association with me already draws scrutiny. Direct involvement in festival presentation would confirm Raiden’s accusations of coordinated opposition.”
“Let him accuse.” Something fiercely protective flashes in Zion’s expression. “I’ve grown tired of these games, Siena. He has done you more harm than any single one of his enemies in battle.”
The declaration carries emotional weight that unexpectedly resonates through my chest, creating a conflicted response- appreciation for unwavering support while questioning whether such abandonment of caution serves either of our interests in this delicate political moment.
